Lucas County residents may face a tighter county budget next year as commissioners debate the cost of policing townships without dedicated police forces. Sheriff Mike Navarre presented his department's budget to the board, noting that Monclova and Springfield townships will pay nearly $3.3 million in 2027 under their current contracts.

Ohio law requires sheriffs to preserve public peace, providing baseline deputy responses to emergencies in communities without their own police. Monclova and Springfield pay extra for additional patrols and response services beyond this statutory obligation. Navarre argued that the contract structure for 2027 adequately covers these added services. He stated that the agreements will reimburse the county for personnel costs, including estimated wages for next year.

Commissioners and staff expressed doubt that the $3.3 million figure is sufficient. They believe the county general fund may need to cover the shortfall, a concern given the current state of the county budget. Commissioner Anita Lopez suggested the county could negotiate more revenue from the township arrangements. She told Navarre there is an opportunity to increase the budget through these contracts.

Navarre presented his numbers after commissioners asked every department to cut spending by 13%. Even after eliminating 20 positions, the sheriff's department budget rose by 8.5%. The increase is partly due to wage hikes approved by the board last year. The sheriff defended his figures while commissioners questioned the specific terms of the township agreements.

The board has until the end of the year to submit its final budget. The review highlights the tension between departmental cost growth and the limited revenue from township service contracts.
