France has linked ten European nations to its nuclear deterrence strategy to counter Russian aggression.

The Wall Street Journal reported on Monday that this initiative, called forward deterrence, involves new infrastructure, communications, and early-warning systems. It also plans for the deployment of French Rafale fighter jets capable of carrying nuclear weapons across the continent.

The United Kingdom, Germany, Poland, the Netherlands, Belgium, Finland, Norway, Sweden, and Denmark have joined the effort to varying degrees. They followed French President Emmanuel Macron’s announcement of the plan in March. Finnish President Alexander Stubb clarified that his country does not plan to host nuclear weapons in peacetime. "We do have plans for creating a strategic dilemma for Russia," Stubb said. He described the integration as a ten to fifteen year process.

France has negotiated these agreements through bilateral talks rather than multilateral summits. Senior defense officials said this approach has led the partner nations to communicate constantly with one another. They compare notes to ensure Paris has conveyed consistent terms to each state.

The expansion of French nuclear influence comes as European confidence in the United States declines. Doubts have grown over whether Washington will risk nuclear war to protect a European ally. These concerns have intensified as President Donald Trump pursues energy deals with Russian President Vladimir Putin and increases pressure on Ukraine.

French officials argue their deterrent is more credible because of geographic proximity. "We share the same geography, we are part and parcel of the same continent," said Macron’s adviser Chatel at the Warsaw Security Conference. Norwegian Foreign Minister Espen Barth Eide stated that the plan supplements, rather than replaces, existing American nuclear guarantees.

Macron has announced that France will resume producing nuclear devices for the first time in decades. The size of the stockpile will become confidential. The nuclear force will remain entirely under French control. One government minister from a partner country said France will allow participation in its deterrence as much as the Americans do. Officials said this structure was chosen to make the strategy acceptable to France's political spectrum, including Marine Le Pen’s far-right party, which is polling ahead in the race for the presidential elections scheduled for next spring.
