A former physical therapist is set to plead guilty to five counts of aggravated sexual battery after four women added their accounts to the case. The charges stem from alleged assaults that occurred between 2022 and 2025 at Inova Health System locations.

Prosecutors in Fairfax County Circuit Court initially filed six counts of aggravated sexual battery, along with robbery and abduction, in September 2025. Those initial charges were dropped when the case moved to the circuit court, leaving the five current counts in place. Each count carries a maximum penalty of 20 years in prison.

The original complaint alleged that Choi assaulted a patient during an appointment at the Center for Personalized Health in Merrifield. The victim told police she recorded the session after a previous inappropriate experience. Choi noticed the recording, took her phone, and threatened her if she did not delete the video. He refused to let her leave until he returned the phone, which police never recovered.

Court documents reveal a 2022 complaint found in Inova records. That complainant stated Choi pressed his erection against her while she had her hands on the wall. In later sessions, he allegedly touched her over her clothes and reached down the back of her pants.

A third woman reported four separate incidents in November 2024. She described Choi closing a privacy curtain and using her bent position to place his hands on her neck and stomach while rubbing his genitals against her backside. He then opened the curtain and continued the appointment normally.

Two additional women contacted police about incidents in October 2023 and August 2024. The specific details of their complaints were not included in the court documents reviewed for this report.

Choi, 35, is free on a $35,000 bond. He is scheduled to appear in court on Dec. 2 for a plea hearing. The Fairfax County Commonwealth’s Attorney’s Office said the scheduling indicates he is expected to enter a guilty plea. Inova terminated his employment after his arrest, and he was working at an unnamed restaurant as of late last year.
