Jacob Morley, 28, was last confirmed in Marion, Illinois, on Tuesday. Authorities believe he stole a truck from a nearby farm after slipping through a fence at the Northwest Correctional Complex near Tiptonville, Tennessee, late Sunday night. He left the vehicle behind a strip mall in Marion, roughly 120 miles north of the prison, before disappearing into the surrounding area.
Marion Police Chief David Fitts stated on Wednesday that investigators have not received credible tips placing Morley in the city since Tuesday. Police are actively searching for other missing vehicles in the area to track his route. Morley is described as a white male, 5 feet 11 inches tall and 240 pounds, with brown hair and green eyes. He was wearing his prison clothes during the escape.
Morley is serving a life sentence for the 2022 murder of his co-worker, Cody Birchfield. Birchfield’s body was discovered in a box under Morley’s home in Carter County after several weeks of being missing. The escape adds to a string of recent issues facing Tennessee’s Department of Correction.
The incident occurred weeks after the failed execution of Christa Pike. Following that event, Department of Correction Commissioner Frank Strada announced his resignation after less than three years in office. State Sen. Tom Hatcher, a Republican from Blount County, criticized the timing of the departure. Hatcher, who chairs a legislative subcommittee investigating the prison system, said the agency needs new leadership. He noted that officials are waiting to identify the next governor and commissioner before moving forward with oversight efforts.
Hatcher identified understaffing as a primary issue. During a subcommittee hearing, prison officials reported 470 open positions within a workforce of 6,000. They also warned that a 2022 law requiring inmates to serve longer portions of their sentences is increasing prison populations. Hatcher pointed out that Strada missed the final oversight meeting before Pike’s execution. The senator argued that the current leadership lacks transparency and resists oversight, leading to repeated problems.
District Attorney Danny H. Goodman Jr. is prosecuting 19 cases stemming from indictments issued this summer at the Northwest Correctional Complex. The indictments cover five inmate deaths and various assaults on staff and other prisoners. Former employees charged with aggravated assault are included among the 50 people named in the charges. Goodman stated there is no evidence linking Morley to these specific attacks.
Goodman noted that the prison is located about 90 miles from Memphis. He said staffing shortages at the facility are severe, often forcing remaining employees to work double shifts. While Goodman suspects understaffing may have contributed to the escape and recent violence, he has not yet found definitive proof. He added that there is currently no evidence that anyone from outside the facility helped Morley escape.
A spokesperson for the prison agency said the department is not commenting at this time. The investigation into Morley’s whereabouts continues, with police focused on the gap in his trail since he abandoned the truck in Marion.
The escape highlights the operational challenges facing the facility. Morley’s case is now part of a larger review of the state’s correctional infrastructure. Officials are balancing the immediate search for the inmate with long-term fixes for staffing and oversight.
The next scheduled step in the search involves reviewing surveillance footage from the strip mall area in Marion. Police will also expand their inquiry into local farms and rural roads between Tiptonville and Marion. No other major developments were reported as of Wednesday evening.
